Teacher Board Advisory Frame of Reference

1. NAME:
This Committee name shall be “The Teacher-Board Advisory Committee on Educational Affairs" (Short title, Advisory Committee)
2. Function:
The Advisory Committee is advisory in nature and will recommend to the Board of Trustees through the Superintendent of Schools on matters related to the general and specific objectives hereinafter set forth.
3. General Objective:
To create a more harmonious atmosphere and a co-operative approach to solving many issues closely allied to effective operation of the School System – to facilitate excellence of service to students.
4. Specific Objectives:
a) RESEARCH – to serve as a research committee or appoint an action sub-committee.
b) REACT – to react to policies suggested by the Board.
c) INITIATE – to initiate policies for submission to the Board through the Superintendent of Schools.
e) ASSIST – upon request by the Superintendent of Schools, assist in establishing Regulations consistent with Board’s policy.
f) EVALUATE – to evaluate the extent to which policies attain the objectives desired.
g) DISCUSSION - to discuss any educational issue not under Collective Agreement and of concern to the District.
5. Membership
a) Superintendent of Schools or the Deputy Superintendent of Schools
b) Representatives from Local #39 consisting of one representative teaching senior high courses, one representative teaching junior high courses, and two representatives teaching elementary courses.
c) One (1) Principal or Vice-Principal elected by the Medicine Hat Catholic School Based Administrators’ Association.
d) One (1) Board Member
e) The President of Local #39 or his/her designate
Note: Representatives described in (b) and (c) above may serve a term of office at the discretion of their respective groups.
6. Agenda:
The teacher chairman and the Trustee representative of the School Board shall develop the agenda co-operatively. That in adopting the Agenda, matters regarded as borderline are to receive approval of the Sub-local and Board prior to being accepted as Agenda items.
7. Chairmanship:
The Chairman will be a teacher elected by the Committee at the first meeting of the School Year.
In the Chairman’s absence, another teacher will be appointed Acting Chairman by the committee.
8. Frequency of Meetings:
Regular meetings will be held no less than three times per year. Other meetings are held at the call of the Chair.
9. Meeting Date:
To be determined by the Advisory Committee.
10. Minutes:
The Board shall:
Reproduce the Minutes and all the required materials.
Distribute them to the Members of the Advisory Committee, and each School Principal shall post them in an area accessible to all professional staff members.
11. Amendments:
Amendments to the Terms of Reference for the Advisory Committee must receive the approval of both the Board and the professional staff of the District.
